Abstract

There is no doubt that the right to have a good health is considered a basic human right which is closely linked to the other civil, political and economic human rights. It is a right for all people without any discrimination.

From the point of the belief of the international human rights community with the rights of patients who are suffering from mental or psychological sickness, the General Assembly of the United Nations issued in 1991 some principles, which admit the right of all persons to enjoy the right of getting the best available mental and psychological health care which is considered a part of the health and social care system and they should enjoy also with the right of protection from humiliating treatment that offends human dignity.

Therefore, in this study we review a number of axes that are related to the reality of human rights for the psychiatric patients in and the therapeutic health services that are provided for the psychiatric patients in Kuwait (whatever governmental or private sectors). In addition to focusing on the only entity that is authorized to provide psychological health services in Kuwait. The services that are provided include the clinical treatment and community services. The study shows some plans and future visions that are necessary to develop medical and psychological care for psychiatric patients. It focuses on the role of the rehabilitation center (Kuwait Center for psychological Health) and it presented the services that are provided during the COVID-19 pandemic.

الملخص (Abstract in Arabic)

لاشك أن الحق في الصحة حق أساسي من حقوق الإنسان مرتبط ارتباطاً وثيقاً بأعمال حقوق الإنسان الأخرى المدنية والسياسية والاقتصادية ، وهو حق للجميع دونما أي تمييز يذكر , وإيمانا من المجتمع الدولي لحقوق الإنسان بحقوق المرضى المصابين بمرض عقلي أو نفسي فقد أصدرت الجمعية العامة للأمم المتحدة عام 1991 مبادئ، ورد بها الاعتراف بحق جميع الأشخاص التمتع بحق الحصول على أفضل ما هو متاح من رعاية الصحة العقلية والنفسية التي تشكل جزءا من نظام الرعاية الصحية والاجتماعية وحق الحماية بعدم التعرض للمعاملة المهينة المسيئة للكرامة الإنسانية وعليه نستعرض في هذه الدراسة عددا من المحاور الخاصة بواقع حقوق الإنسان للمرضى النفسيين في الكويت والخدمات الصحية العلاجية لرعاية المرضى النفسيين في دولة الكويت في القطاعين الحكومي والأهلي وعرض الجهة الوحيدة المخولة لتقديم خدمات الصحة النفسية في الكويت والخدمات منها العلاجية الإكلينيكية والخدمات المجتمعية وعرض المخططات والتصورات المستقبلية اللازمة لتطوير الرعاية الطبية والنفسية للمرضى النفسيين والتركيز على دور مركز التأهيل في مركز الكويت للصحة النفسية وعرض الخدمات التي تقدم خلال جائحة كوفيد 19 .
